Kyoto Without a Car: Trains, Subway, Buses and Rentals

Can you visit Kyoto without a car? Yes. Learn when to use JR, subway and buses, and when a rental car is worth considering for trips outside central Kyoto.

Updated 2026-09-07
QUICK GUIDE
  • You do not need a car for most central Kyoto trips.
  • Use JR and subway for predictable longer movements.
  • Use buses for the last section when rail does not reach the sight.
  • A rental car is more useful for countryside or outer-area day trips.

Yes, Kyoto is very manageable without a car

Most first-time itineraries can be done with trains, subway, buses and walking. In fact, parking, narrow streets and congestion can make a private car less convenient in central Kyoto.

The mistake is assuming one transport mode should handle the whole city. Kyoto works better when you combine them.

JR: excellent for Kyoto Station, Nijo and Arashiyama

The JR Sagano Line links Kyoto Station, Nijo and Saga-Arashiyama. For western Kyoto, this can be faster and easier than staying on buses.

JR is also useful if your trip includes day trips outside the city.

Subway: the predictable backbone

Kyoto has two subway lines: Karasuma north-south and Tozai east-west. They do not reach every temple, but they are less affected by road traffic and make travel time easier to estimate.

Stations such as Karasuma Oike connect the two lines, while Nijo connects the subway with JR.

Bus: best as the final link, not always the whole journey

City buses reach many famous sights, but they share roads with other traffic. During peak seasons, buses from Kyoto Station can become crowded.

A practical strategy is to use rail for the long part of the journey and a bus or walk for the final section.

When does a rental car make sense?

A car becomes more useful when you are deliberately leaving the central sightseeing zone: northern mountain areas, rural Kyoto, or destinations where public transport is infrequent.

If you rent, check parking at the destination before leaving. In historic neighborhoods, the narrowest route suggested by navigation is not always the most comfortable route to drive.

STAY IN KYOTO

Use the hotel as part of your itinerary

Staying near both JR and subway lines can make a car-free Kyoto trip much easier.
